Hubei Province, as a national comprehensive pilot zone for low-altitude economic reform and innovation, has clearly proposed in its "Action Plan for Accelerating the High-Quality Development of the Low-Altitude Economy (2024-2027)" that by 2027, a full industrial chain system covering general aviation manufacturing, low-altitude flight services, and intelligent information networks will be established. The goal is to achieve an industrial scale exceeding 100 billion yuan and build a nationally influential development highland for the low-altitude economy. Drones, as a strategic lever for low-altitude infrastructure, have formed a large-scale application matrix covering 12 core scenarios, including emergency rescue (firefighting, medical assistance), urban governance (security patrols, environmental monitoring), logistics transportation (cross-border e-commerce delivery, intercity transportation), and tourism experiences (Yangtze River sightseeing, low-altitude scenic area tours). According to data from the Civil Aviation Administration of China and the Hubei Provincial Drone Industry Association, there is currently a national shortage of 1 million certified drone pilots.
